The Warren County GIS Program

We sincerely apologize for any inconvenience over the past several weeks as we have investigated problems with the GIS server and programs. A temporary workaround has been found to provide stability for the Spatial Data Viewer (SDV) until funds for a new computer can be raised. Changes include:

  • Adding additional RAM (memory) to the server to improve performance;
  • Removal of roughly half of the data layers, particularly older sets of aerial photography which the current system cannot handle;
  • Changing the maximum scale in which aerial photography is displayed (now set to 1:8000). This imagery is very large and severely bogs down the system if too big an area is displayed; and
  • Routine maintenance will now be done every Friday afternoon. This includes refreshing all programs and a complete system reboot.

NOTES:

  • If you have questions about the imagery captured by the NYS Cyber Security and Critical Infrastructure Coordination Office in 2008 and 2009, please refer to the agency’s website. Area covered in Warren County is partial for both years. 2008 represents 1-foot and 0.5-foot resolution natural color for urban areas and selectively upgraded sections (partnership cost-sharing between individual municipalities and the County). 2009 represents primarily rural areas not captured in 2008 due to poor photographing conditions (leaf-out on trees and snow still on the ground). This more recent set is 2-foot resolution natural color.
  • If you desire better imagery (i.e., features look clearer when you zoom in), we advise contacting your local town/city boards. Imagery is taken approximately every five years depending on NYS funding available. When the next cycle approaches, each community will be given the opportunity to pay for upgraded quality. Residents need to voice their interest to their respective municipal leaders for better aerial photos in either selective areas (e.g., APA hamlets/Moderate Intensity zoning) or the entire community.
  • Total acreage for a parcel is listed in the popup table when a property is selected or clicked on with the IDENTIFY tool.
  • Current parcel dimensions for road FRONTAGE and property DEPTH have been added to the list of values in the popup table. Alternatively, if you need a map showing the lot dimensions this can be requested from the Warren County Real Property Department (518-761-6464). The large tax section map will be printed upon request for a fee of $5. Another option is a smaller letter-size “flyer” which can be customized with many more data sets and includes a summary of property information at the top (see example here) or a simple full-page map for a cost of $1. The latter option can also include older aerial photography as well (2001, 2004) if desired.
  • A description of a community’s zoning codes and respective regulations can be found on that municipality’s website. Simply use the IDENTIFY tool in the SDV and click on the displayed hyperlink for the Zoning layer.

Thank you for your patience! In addition to a new server in the near future, we will be shifting the entire SDV to newer software in the next 12-18 months. Although a terrific resource originally developed in 2002, the program is unfortunately showing its age as technology has changed. Your feedback from the SDV Survey has been very helpful clarifying what tools and other elements are preferred in our “next generation” of web-based mapping.

Warren County began its Geographic Information System (GIS) efforts in the late 1980's when the Real Property Services Department started the process of converting paper tax maps to digital format. Over the course of the last fifteen years, the County has developed a robust GIS program used by many county departments as well as most local governments, and expanded to provide internet-based mapping services to the public.

The GIS Program services include:

  • GIS technical assistance for local governments and county departments
  • Development and updates of geographic data
  • Administration of the Spatial Data Viewer (internet mapping website) and Imagemate Online (web-based property information)
  • Custom mapping for county departments, local governments, non-profit organizations, educational institutions, and the general public
  • Analysis for Planning Department projects
  • E-911 Coordination for Warren County
  • Community outreach and Geospatial Technology awareness
